The State Customs Service is launching a large-scale assessment of customs officers' integrity and competence
The State Customs Service of Ukraine is launching a performance evaluation of customs officials—a mandatory, one-time comprehensive review of each employee.
This was reported by the agency’s press service.
The purpose of the procedure is to assess employees’ suitability for their positions, as well as to verify their level of professional competence and compliance with anti-corruption standards. The certification is being conducted as part of customs reform and involves a comprehensive review of the workforce.
Certification commissions are scheduled to be established by July 13. To ensure transparency and objectivity, representatives of international organizations will be included in their composition, which should guarantee compliance with European assessment standards.
Stages of the review and timeline
The practical phase of the certification is tentatively scheduled to begin in September of this year and will include:
- testing on knowledge of Ukrainian legislation;
- testing of general abilities;
- interviews with certification participants to assess their integrity and professional competence.
Deadlines
The law establishes the following deadlines for conducting the certification process from the date of appointment as Head of the State Customs Service:
- 18 months—for the first group: deputies to the head of the State Customs Service, heads of central office departments and their deputies, heads of customs authorities and their deputies.
- 36 months—for the second group: other officials of customs authorities.
"Failure to submit an application for consent to participate in the procedure, refusal to undergo certification, or receiving an unsatisfactory result is grounds for termination of civil service in accordance with the Law," the State Customs Service emphasized.

Earlier, at the Krakivets checkpoint, border guards and customs officers stopped an attempt to transport Stradivarius violins across the Ukrainian-Polish border.
In Zakarpattia, at the "Maly Berezny" checkpoint, a woman attempted to take an antique icon and a printed publication to Slovakia. She was detained at the border by State Border Guard Service officers.
