Russia is carrying out a systematic disinformation campaign to discredit Ukraine’s European integration, deploying significant resources and creating fake content.
Katarina Maternová, the European Union’s Ambassador to Ukraine, made this statement during the conference “The Right to the Truth: New European Regulations and Multidimensional Threats During War.” According to her, a joint analysis by the European External Action Service and the Center for Countering Disinformation identified approximately 250,000 false posts about Ukraine’s accession to the EU over a 16-month period, which collectively garnered nearly 1.4 billion views.
The diplomat emphasized that European integration entails the practical implementation of democratic values, such as freedom of speech, institutional transparency, and media independence. Maternová noted Ukraine’s positive progress in this area: despite a full-scale war, the country rose seven places in the World Press Freedom Index—from 62nd place in 2025 to 55th in 2026 among 180 countries.

As part of an operation called “Matryoshka,” hundreds of fake news stories and videos created using artificial intelligence were disseminated, without any evidence to support the allegations made.
