The family of a Ministry of Justice official is buying a luxury home in Kyiv
According to a journalistic investigation, the family of Deputy Minister of Justice Lyudmila Kravchenko has purchased several apartments in prestigious residential complexes in Kyiv in recent years. The total market value of this real estate could reach approximately $400,000, raising further questions about the source of the funds.
Two apartments were registered in the name of the official’s mother, who is a pensioner, while another property was purchased by Kravchenko’s husband. According to the investigation, some of the assets may be linked to proceeds from the sale of privatized state-owned housing, but the origin of the remaining funds raises questions.
Journalists note that the official’s family lives in or invests in housing in the capital’s premium residential complexes, which feature developed infrastructure, private services, and high construction standards.
In January 2021, the official’s mother purchased an apartment in the “Pokrovsky Posad” residential complex. According to journalists, the apartment is approximately 95 square meters in size, and the official purchase price was about 4.4 million hryvnias, or roughly $157,000 at the exchange rate at the time.
In 2022, investigators found that this same apartment was gifted to her granddaughter—Lyudmila Kravchenko’s daughter. Later, the official’s mother purchased another apartment in the Manhattan City residential complex, which is marketed as a business-class complex featuring lounge areas, food courts, walking paths, and a gym with a swimming pool.
In November 2023, she registered another apartment with an area of 52.5 square meters. Journalists note that the market value of such an apartment could have been around $90,000, but it was officially purchased for approximately $38,000.
In May 2024, the husband of the Deputy Minister of Justice purchased the rights to an apartment of about 80 square meters in the “Shevchenkivskyi” residential complex. According to market estimates, such a unit could have cost around $160,000. At the same time, the official’s 2025 declaration lists a significantly lower value for this apartment—more than three times less than the market value—which also drew the attention of journalists.
Since 2016, Lyudmila Kravchenko has held various leadership positions in ministries, including the Ministry of Justice, the Ministry of Infrastructure, and the Ministry of Social Policy. In 2025, she returned to the Ministry of Justice and became deputy minister. Journalists also note that during her tenure, the ministry was headed by Herman Halushchenko, who is currently implicated in corruption investigations.
The investigation highlights the discrepancy between the market value of the real estate and the declared amounts, as well as how the official’s family could have afforded such a large number of luxury purchases. Journalists emphasize that some of the transactions were recorded at prices significantly lower than the market average, which requires additional explanations from the official or her family.
