The SBU has identified a Hungarian intelligence officer who ran an agent network in Zakarpattia
The Counterintelligence Directorate of the Security Service of Ukraine has identified a career officer of the Hungarian military intelligence service who organized a spy ring in the western region of our country.
This was reported by the SBU press service.
The organizer of the subversive activities turned out to be Zoltan Andre, who oversaw the agents exposed by Ukrainian special services in the spring of 2025.
According to the investigation, Andre led a group of spies who gathered critically important information about the military defenses of Zakarpattia.
Members of the cell also analyzed the socio-political sentiments of the local population and studied the possible reaction of citizens to a potential deployment of Hungarian troops in the region.
The investigation revealed that the foreign intelligence officer has significant experience working undercover.
Specifically, from 2016 to 2020, he was stationed in Georgia as a representative of the Hungarian diplomatic mission, where he also conducted active intelligence operations.
Zoltan Andre returned to subversive activities against Ukraine in 2021, personally recruiting a former soldier from the Berehove district.
After a long period in “standby mode,” in September 2024, the agent received orders to begin active espionage.
The traitor scouted the deployment locations of Defense Forces units and attempted to identify the positions of Ukrainian air defense systems that ensure the security of the skies over the western regions.
In addition, he was tasked with identifying new candidates for recruitment among current and former Ukrainian law enforcement officers.
To search for potential agents, Andre used the personal data of Ukrainians who had submitted applications to Hungarian diplomatic missions to obtain citizenship.
In exchange for cooperation, the foreign intelligence officer promised monetary rewards and various benefits from the neighboring country.
The intelligence officer conducted covert meetings primarily in his own car, using an operational alias to conceal his identity.
His next target was a former contract soldier from one of the Ukrainian Armed Forces’ combat brigades, who was later also detained by the SBU.
As a reminder, Russian intelligence services promised a resident of Bucha 50,000 hryvnias for a terrorist attack in the city.
Also in Poltava, the SBU detained teenagers who were preparing to blow up a Ukrainian Armed Forces vehicle.
