The SBU has charged Russian commanders in connection with the missile strike on a high-rise building in Odesa
The Security Service of Ukraine has formally charged two Russian military commanders in absentia who, according to the investigation, organized a missile strike on a residential building in Odesa on April 23, 2022.
Law enforcement officials have established that the commander of the 22nd Heavy Bomber Aviation Division of the Russian Air Force’s Long-Range Aviation, General-Major Mykola Varpakhovych, and the commander of the 121st Heavy Bomber Aviation Regiment, Colonel Oleg Skitsky.
According to the investigation, on their orders, Russian military forces struck a 16-story residential building in Odesa with an X-101 cruise missile. The occupiers used a Tu-95 strategic bomber for the attack, and the missile was launched from the Caspian Sea region.
Eight civilians were killed in the attack, including a three-month-old infant. Another 18 people were injured.
The suspects are charged with violating the laws and customs of war, combined with intentional murder (Part 2 of Article 438 of the Criminal Code of Ukraine).
The SBU also noted that in October 2025, Varpakhovich and Skitsky had already been charged in absentia for the missile strike on a high-rise building in Uman on April 28, 2023.
