Vitaliy Shabunin, chairman of the board of the Anti-Corruption Action Center, stated that the Security Service of Ukraine (SBU) is allegedly attempting to gain access to the document management system of the High Anti-Corruption Court. According to him, this could grant access to information about planned investigative actions by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), including upcoming searches.
He noted that the request for access to the system is linked to a criminal proceeding, which he called a pretext for renewed pressure on anti-corruption agencies. “We are witnessing yet another attack by Zelenskyy on the NABU and SAPO. We didn’t have to wait long. Zelenskyy and Poklad’s SBU backroom is demanding access to the Higher Anti-Corruption Court’s document management system through a ridiculous criminal proceeding,” Shabunin stated.
He claims that such information may contain details about whom NABU and the SAP plan to investigate. “In other words, the SBU’s backroom operations—and thus the entire Zelenskyy clique—will know against whom NABU and the SAPO are planning investigative actions, such as conducting searches. This means the suspects will be warned in advance,” wrote the head of the Center for Combating Corruption.
In his view, if granted such access, suspects could learn about upcoming law enforcement actions in advance. Shabunin believes this could hinder the conduct of investigative measures.
Shabunin Speaks of Increasing Pressure
The head of the Anti-Corruption Action Center also linked the situation to the broader conflict surrounding NABU and the SAPO. He stated that the authorities will allegedly continue to put pressure on anti-corruption agencies, journalists, and civil society activists. “Shabunin believes that Zelenskyy will defend his corrupt officials to the very end,” his post reads.
He also stated that following recent events, pressure on NABU and the SAPO may intensify. “To this end, he will constantly attack NABU/SAPO, the free media, and activists. Because we’re getting in the way of his theft. It’s all that simple—and at the same time, disgusting,” Shabunin wrote. Separately, he speculated that the situation could escalate most sharply during a period of potential large-scale shelling and power outages. At the same time, the information provided refers specifically to Shabunin’s statement.
