Shmyhal visited an energy facility damaged by Russian strikes

First Deputy Prime Minister and Minister of Energy Denys Shmyhal inspected one of the power generation facilities that was damaged as a result of Russian attacks.

He reported this on Facebook.

According to Shmyhal, since the start of the full-scale war, this power plant has endured more than 20 missile and drone strikes by Russia, over a quarter of which occurred during the 2025/2026 heating season. Up to 90% of its generating capacity has been destroyed or damaged.

Restoration work is currently underway at the facility. Plans are in place to restore most of the capacity by the start of the new heating season, but repairs will continue.

Work is also underway to protect the plant’s key facilities. Shmyhal noted that the government has already allocated funds for the construction of a second layer of protection for the transformers.

“We discussed with management the issue of protecting other facilities as well. A separate area of focus is strengthening active protection,” the Deputy Prime Minister noted.

He added that the Ministry of Energy is working with the military to provide energy facilities with air defense and electronic warfare capabilities.

The ministry is also negotiating with partners to increase funding for restoration work, particularly through the Ukraine Energy Support Fund.

“We urge our partners to expedite procurement procedures—this is now a matter of principle,” Shmyhal stated.

As a reminder, Shmyhalstated that 2.2 million drones of various types have been transferred to the Armed Forces of Ukraine over the past six months.

In December–January, the Ministry of Defense achieved a high average rate of supply of interceptor drones to the Ukrainian military. 

During the fourth quarter of 2025, the Ministry of Defense of Ukraine granted 30 licenses to private manufacturers for the use of military technologies developed by defense officials. This decision allows for the rapid launch of mass production of solutions that have already been tested in combat conditions.
