The controversial former head of the State Architectural and Construction Inspection, who holds a fake diploma, is vying for the leadership of Dipromisto
Oleksiy Kudryavtsev, the former head of the State Architectural and Construction Inspection (DABI), who was previously dismissed for possessing a forged diploma, is attempting to become the head of the Y.M. Bilokon State Institute “DIPROMISTO.”
This became known from his declaration in the state registry.
Kudryavtsev is the only high-ranking official in Ukraine who was officially dismissed for providing false information during his application for civil service. The issue concerns a diploma from the Technical University of Moldova, which, according to an investigation, was never issued, and Kudryavtsev himself never studied at that institution.
These circumstances were confirmed during an official investigation involving the National Police, the Ministry of Education and Science, and Moldovan law enforcement, after which he was dismissed from his post in 2018.
In 2021, the criminal case regarding this incident was closed due to the statute of limitations.
Despite this, Kudryavtsev is seeking to lead the “DIPROMISTO” Institute, a key institution in the field of urban planning responsible for developing building codes and territorial planning.
According to available information, his candidacy may be supported by Deputy Minister of Community and Territorial Development Natalia Kozlovska, who previously worked with him during his tenure at DABI.
The situation raises questions regarding personnel policy and potential reputational risks for the construction industry.
