The case involving the embezzlement of 102 million hryvnias for tank armor will be sent to court

NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have completed the pre-trial investigation into the embezzlement of 102 million hryvnias during the procurement of dynamic protection systems for the Ukrainian Armed Forces’ armored vehicles. Once the defense has been given access to the case files, the case will be referred to court.

The investigation established that in April 2022, the Ministry of Defense entered into a contract with the state-owned enterprise “Pavlohrad Chemical Plant.” The plant’s management enlisted a private company and purchased components at prices nearly three times higher than market value, conducting the purchases through shell companies to launder the funds. 

The former CEO of the plant, Shiman, the commercial director Valery Kirilov, and the owner of the contractor company, Igor Khokhlov, are under suspicion in the case.

Law enforcement officials filed an indictment with the court against the company’s director—a member of the Bohodukhiv City Council—who embezzled equipment for wastewater treatment facilities worth over 14.79 million UAH.
