Preparations for the Kaniv Pumped-Storage Power Plant construction project have begun
The Agency for Public-Private Partnership Support (PPP Agency) has officially announced the launch of the project development phase for the Kaniv Pumped-Storage Power Plant as part of the international Ukraine Government PPF program.
The Interagency Working Group on the Preparation of Public Investment Projects (PPU) adopted the corresponding decision to assign the project for further technical preparation at its 8th meeting.
The initiator of this large-scale construction project is PJSC “Ukrhydroenergo,” which plans to integrate highly flexible generating capacity to ensure the balance and reliability of Ukraine’s Unified Power System.
The relevant agency emphasized that such strategic projects require lengthy and detailed planning before any physical work begins.
The PPP Agency’s experts will develop a well-structured investment feasibility study (FES), conduct a thorough environmental and social impact assessment in accordance with strict international standards, and formulate a sound financial strategy.
To carry out these tasks, the plan is to engage leading specialized consultants on a competitive basis.
“We are beginning work on preparing the Kaniv Pumped Storage Power Plant construction project within the framework of the Ukraine Government PPF. The decision to allocate the project for further preparation was adopted by the Interagency Working Group on the Preparation of Public Investment Projects (Project Preparation Unit, PPU) at its 8th meeting. The project initiator is PJSC “Ukrhydroenergo,”” the statement reads.
Given the complexity and importance of the project, the PPP Agency will coordinate the entire process with international financial organizations (IFIs) and development finance institutions (DFIs).
It is worth noting that the original Soviet design of the plant—whose construction began in 1986 and was halted in 1991—has undergone fundamental changes due to contemporary security challenges.
The new concept calls for the complete relocation of critical power generation components underground to protect them from potential military threats.
“The Kaniv pumped-storage power plant project used to be beautiful and transparent, but now it needs to be hidden; the plant will be practically invisible,” noted the company’s former head, Ihor Syrota, explaining the need to revise the plans in light of the experience of the war.
