A court fined a TCC officer 30,600 hryvnias for wearing balaclavas and failing to provide video footage

The Saksagansk District Court of Kryvyi Rih fined a senior lieutenant of the Territorial Defense Forces for violating the rules governing public notification procedures during mobilization.

The incident occurred on April 1, 2026. The officer leading the group failed to ensure compliance with mandatory requirements during document checks and the delivery of summonses.

Specifically, some of his subordinates worked with their faces covered, without military uniforms, and without the required photo and video documentation.

In court, the officer partially admitted guilt. He explained the violations by citing security concerns due to attacks on TCC employees, and the lack of video recording by a malfunction in the body cameras.

However, the court rejected these arguments, emphasizing that the use of face-covering items was prohibited and that cameras had been issued to personnel.

The officer’s actions were classified as negligent conduct in military service during a state of emergency.

The court imposed the maximum fine of 30,600 hryvnias and also levied a court fee of 665 hryvnias.

The National Police explained cases of repeated referrals to the TCC.
