A unit of the National Guard in Dnipropetrovsk Oblast uncovered a scheme involving fictitious combat operations worth 12 million hryvnias

In the Dnipropetrovsk region, authorities uncovered the illegal payment of combat allowances to military personnel who did not participate in combat operations.

This was reported by the State Bureau of Investigation (SBI) and the Specialized Prosecutor’s Office for Defense in the Eastern Region.

According to the investigation, in March 2025, the leadership of a military unit organized payments to 164 servicemen allegedly for performing combat missions. In reality, however, they held staff positions and were not involved in combat operations.

As a result, the state suffered losses of over 11.9 million hryvnias. However, these funds have already been reimbursed during the pre-trial investigation.

The former unit commander and chief of staff were notified of suspicion of negligent conduct in the performance of their duties under martial law. They face up to 8 years in prison.

Charges have been filed against top SBU officials who “protected” amber mining operations.

The deputy head of the SBU in Rivne Oblast received over $22,000 from a businessman through the same intermediary in exchange for ensuring unimpeded amber mining.
