The EU has clarified whether the ban on temporary protection will apply to men who have already left Ukraine
The European Union has stated that the proposed changes to the temporary protection rules will not affect Ukrainians who are already in EU countries. This refers to men who left before the new rules took effect and already have this status. For them, the rules remain unchanged.
The changes to the temporary protection regime for Ukrainians subject to military service, proposed by the European Commission, will not be retroactive; that is, they will not affect those who are already in EU countries and have the relevant status.
European Commissioner for Migration Magnus Brunner made this statement during a briefing in Brussels, emphasizing that the current rules for people who have already been granted temporary protection will remain in effect without change. “Nothing changes for those who are already here and have been granted temporary protection. For them, nothing changes,” Brunner emphasized.
According to him, the European Commission’s new proposals concern only future decisions and will not revise the status of those Ukrainians who have already left and are under the protection of European countries. Thus, the EU is attempting to distinguish between the current humanitarian guarantees for Ukrainians abroad and the new rules, which have yet to undergo the approval and adoption process.
Hungary initiated the removal of wording regarding Ukraine’s accelerated accession to the EU from the final declaration of the European Union summit. According to the Hungarian prime minister, the decision was made literally at the last moment and was not an easy one for him.
Ukraine’s plan to open all negotiation chapters in the EU accession process in July 2026 may be derailed due to a lack of time to coordinate positions and carry out the necessary procedures.
