The European Commission is preparing guidance on Reserve+ testing for women

In the coming weeks, the European Commission plans to provide member states with updated recommendations on the application of temporary protection rules for Ukrainians, particularly regarding possible requirements for women to present a “Reserve+” document.

European Commission spokesperson Markus Lammerth stated that the new EU rules do not formally distinguish between men and women. They pertain to proof of military service or prior military service.

At the same time, Ukraine’s Ministry of Foreign Affairs has reported cases where Ukrainian women were also required to present “Reserve+” data when applying for temporary protection in certain countries.

The European Commission explains that, due to the lack of detailed guidelines, some national authorities are currently applying the new rules at their own discretion. At the same time, the Ministry of Foreign Affairs emphasizes that such cases are not widespread.

The General Staff of the Armed Forces of Ukraine has officially denied reports of any orders from the Commander-in-Chief or the command prohibiting military personnel from speaking publicly or giving interviews to the media. The ministry called previously published statements regarding such restrictions “untrue.”

On the morning of August 3, 2026, users began reporting issues with the Reserve+ app that prevented them from logging into the system. The outage was caused by technical malfunctions that prevented those subject to military service from completing the authorization process.
