Lviv officials have warned of possible delays in salary payments due to blocked transactions

Officials in Lviv have reported a critical situation regarding payments processed through the Treasury. As a result, public transportation drivers and street cleaners may not receive their salaries on time.

 

On Friday, October 2, during a meeting of the Lviv City Council’s executive committee, officials discussed the critical situation involving the Treasury’s blocking of payments, which could cause delays in salary payments for tram and trolleybus drivers, as well as street cleaners.

“We’ve analyzed the situation, and as of this morning, we’re facing a critical situation because the Treasury isn’t processing payments to the heating and power company for gas, nor is it processing payroll payments for street cleaners, tram drivers, and trolleybus drivers. Some payments have not been made for two weeks, while others have been delayed for two to three days,” said Deputy Mayor Andriy Moskalenko.

According to him, on October 1, the city officially appealed to the prime minister and relevant ministers. This situation affects not only Lviv but also other cities in Ukraine, which is why the Association of Cities has also appealed to the government.

“The blocking of payments by municipalities to energy and fuel suppliers, repair crews, waste management companies, and others is leading to consequences that the aggressor was unable to achieve through shelling since the start of the full-scale invasion,” the Association of Ukrainian Cities stated in its appeal.

The statement also notes that, as of September 9, communities have been prevented from purchasing fuel for vehicles dispatched to provide medical assistance or clear debris after shelling. Payments for work and equipment for medical, educational, and social institutions, as well as for preparations for the heating season and the implementation of resilience plans, have been suspended. It is impossible to prepare resilience centers or repair infrastructure and energy facilities damaged by shelling.

Andriy Moskalenko emphasized that the most critical issue is that, ahead of the start of the heating season, the Treasury is not making payments to heating utilities.

“The money physically exists, but the Treasury is not making the payments. This is an issue that must be raised and resolved before the heating season begins. Payments for critical infrastructure cannot be halted. We’re not talking about state funds, but about utility payments—that is, funds from local governments,” the official said.

Yevhen Boiko, Chief of Staff of the Lviv City Council Executive Committee, clarified whether street cleaners and housing and utilities workers are currently not receiving their salaries because of this.

“There are no delays yet, but payments aren’t being made. The funds usually arrive by the time payroll is due. So far, there have been no delays in people receiving their salaries, but the payment that should be in the account of the company paying the salaries hasn’t arrived yet. If this doesn’t happen in the next few days, salary delays may begin. This is already a major problem, because every day we transport 150,000 residents by tram and trolleybus, and the city is cleaned every day as well. “People must receive their salaries,” replied the deputy mayor of Lviv.
