The Ministry of Digital Transformation explained why there will never be electronic summonses in the Diia app
On March 24, 2026, Alexander Bornyakov, Acting Minister of Digital Transformation, stated that the ministry does not plan to introduce electronic summonses in the “Diya” app or any of its other products.
According to him, no such initiatives are being developed, as this contradicts the concept of a service-oriented state. Bornyakov emphasized that transforming a tool for providing public services into a mechanism of coercion would destroy user trust, upon which the development of Ukraine’s digital ecosystem is based.
Currently, the Ministry of Digital Transformation is focusing on digitizing procedures for obtaining military status and developing defense innovations through the Brave1 cluster. The priority areas of work remain minimizing bureaucracy and providing the front lines with modern technological solutions. Bornyakov emphasized that “Diya” must remain a platform that helps citizens access services with a single click, rather than a tool for implementing mobilization measures.
A new inclusive section has been launched on the Diya.Business portal.
