The Verkhovna Rada Proposes Retaining Four Subjects for the 2027 National Multidisciplinary Test
Bill No. 15440 has been registered in the Verkhovna Rada, proposing to maintain the current format of the National Multisubject Test (NMT) with four subjects in 2027.
The document also sets out the basic rules for the admissions process under martial law.
The bill stipulates that applicants to higher education institutions will take the NMT in four subjects:
- Ukrainian language;
- mathematics;
- Ukrainian history;
- one subject of their choice.
As in previous admissions cycles, the fourth subject may be chosen from among:
- a foreign language;
- biology;
- geography;
- physics;
- chemistry;
- Ukrainian literature.
At the same time, the bill does not establish a specific procedure for administering the NMT. The Ministry of Education and Science of Ukraine will separately determine:
- the duration of the test;
- the format of the test;
- whether all four subjects will be tested on the same day.
Such decisions will be made taking into account the security situation and organizational capabilities.
“We propose retaining the model of the national multi-subject test with four subjects. At the same time, the specific format of the entrance exams, taking into account the security situation and organizational capabilities, will be determined by the Ministry of Education and Science of Ukraine,” noted Serhiy Babak.
The document also proposes:
- exempting students who will complete their studies in the 2026–2027 academic year from the state final assessment (SFA);
- to allow the use of National Multidisciplinary Test (NMT) results from 2024, 2025, 2026, or 2027 for admission in 2027.
According to Serhiy Babak, lawmakers aim to define the admissions process model well in advance so that all participants in the educational process can prepare without the risk of last-minute changes on the eve of admissions.
It is expected that this will allow:
- applicants to better prepare for the test;
- teachers to plan the educational process;
- educational institutions to organize the admissions process in a timely manner.
At the same time, an alternative bill, No. 15254-1, has already been registered in the Verkhovna Rada; it was authored by a group of people’s deputies led by Yulia Hryshyna, chair of the Subcommittee on Higher Education.
The bill proposes reducing the number of subjects on the National Multidisciplinary Test to three:
- Ukrainian language—mandatory;
- History of Ukraine—mandatory;
- one elective subject.
Under this model, mathematics would no longer be mandatory and would be used only for admission to majors where it is a core subject.
Currently, both legislative initiatives are under consideration by parliament.
This was announced by Serhiy Babak, chairman of the parliamentary Committee on Education, Science, and Innovation.
As a reminder, the Ukrainian Center for Educational Quality Assessment has published the results of the additional sessions of the National Multisubject Test (NMT-2026).
