A bill to tighten requirements for shelters has been introduced in the Verkhovna Rada

A bill has been registered in the Verkhovna Rada that calls for stricter requirements for protective structures, liability for restricting access to them, and the mandatory construction of shelters during the development of new projects.

The bill proposes prohibiting the use of shelters for purposes other than their intended use during martial law. If protective structures are used for commercial or other purposes, lease agreements may be terminated.

The bill also calls for equipping all shelters with video surveillance cameras, creating interactive maps with information on their locations and access conditions, and installing rapidly deployable modular shelters so that people can reach a safe place in no more than 10 minutes.

In addition, the authors of the initiative propose introducing monthly inspections of protective structures, legally establishing liability for obstructing access to shelters during an air raid alert, and prohibiting their privatization or removal from state or municipal ownership.

The document also provides for amendments to urban planning legislation. In particular, a section on civil defense engineering and technical measures is to become a mandatory component of project documentation for all new construction projects.

The bill is currently under consideration by the Verkhovna Rada. To take effect, it must be approved by members of parliament and signed by the President of Ukraine.

This is evidenced by the draft law published on the parliament’s website.

As a reminder, the Kharkiv Regional Prosecutor’s Office has initiated proceedings to return protective structures to state ownership; according to the investigation, these structures were illegally transferred to private owners.

Finland has prepared shelters for nearly one million people due to the threat from Russia.
