Assets worth nearly $1 million and a Honda motorcycle were found in the possession of the family of Lutiy, the new head of the SBU in Kharkiv Oblast
Journalists conducted an investigation and uncovered the assets of the family of Denys Lutii, head of the SBU department in Kharkiv Oblast. They own vehicles and real estate worth nearly $1 million.

The official’s career
Before his appointment to the Kharkiv region, Lutii served as deputy head of the SBU department in Dnipropetrovsk Oblast. Previously, according to journalists, he worked in the SBU’s “K” department in Lviv Oblast and was also responsible for security at the Odesa Commercial Sea Port.
The family’s real estate and cars
According to the investigation, Denys Lutiy’s father also worked for the SBU but has since retired. He lives in Kodym in the Odesa region and is currently engaged in leasing out land shares. He owns nearly 4 hectares of land in the Odesa region and nearly 10 hectares in the Vinnytsia region.
Denis Lutii’s mother-in-law, Galina Dzhugan, also lives in Kodym and worked as a teacher at a local high school. She is 69 years old.
Denis Lutii’s brother, Ruslan, lives in Kyiv. He is a former athlete and now works as a soccer and futsal referee.
According to sources, Lutii’s wife, Yulia, does not run a business, is not registered as a sole proprietor, and has no connection to entrepreneurial activities.
Despite the fact that there are no businesspeople in the Lutii family, at the end of 2021, Lutii’s wife purchased two apartments in the Avignon club house in Odesa on the Black Sea coast. The estimated value of these assets could have been around $80,000 without renovations from the developer.
During the same period, she also purchased a 2021 Range Rover Velar worth over $50,000.
Denis Lutiy himself did not declare any personal vehicles, but journalists noted that he was driving a 2020 Mercedes-Benz G63 AMG registered to his brother. The market value of the car is estimated at approximately $150,000.

In 2023, his mother-in-law decided to gift him a plot of land in Odesa’s Sovinion, on the Black Sea coast. This is the local equivalent of Koncha-Zaspa, with corresponding neighbors and prices. His mother-in-law gifted the head of the SBU in Kharkiv Oblast only the land, but a luxurious estate is located on it, which is currently not registered.
His mother-in-law also owns a Honda GL 1800 Gold Wing motorcycle, with an estimated value of up to $30,000.
In 2024, Lutii’s wife became the owner of a townhouse in the Lagom cottage community in Sokilnyky, near Lviv. The house has an area of 126 square meters. At that time, the cheapest townhouse in this area from the developer cost 6 million hryvnias.

Prior to that, a year earlier, the official’s father had invested in land plots near Lagom, totaling 50 hectares, stating that the land would be used for real estate development.
In this area, a plot of this size can cost around $250,000.
At the end of 2024, Lutiy’s father purchased a plot in Lagom itself.
Journalists also noted that Denys Lutiy violated traffic rules while driving a 2023 Lexus RX350 registered to Lviv-based businesswoman Yanina Rokitska.
In addition to the car, the businesswoman owns two expensive motorcycles purchased from a dealership, and early last year she bought two houses in Lagom, and this year—another plot with a townhouse in the same area. The cheapest property there currently costs over 7 million hryvnias.
Yanina Rokitska has been registered as a sole proprietor since 2013, with her primary business activity listed as hotels and similar temporary accommodations. In 2019, she worked at the Plasma Hotel in Lviv.
By 2024, judging by the property she acquired, the entrepreneur had become a millionaire, although, according to her 2015 declaration, Rokitska owned only an apartment in Lviv.
SBU’s Position
The Security Service of Ukraine stated that Lutiy resigned from service in 2020 and returned in 2022, enlisting after the start of the full-scale invasion. Thus, during the period when his wife acquired property and a car, he did not hold any position within the agency.
The family’s property was acquired during a period when he did not hold any positions in the SBU and comes from legitimate sources.
According to the SBU, the cars registered to third parties were not in the official’s regular use.
As a reminder, Ukrainian President Volodymyr Zelenskyy also dismissed Artem Bondarenko from his position as head of the Security Service of Ukraine in Kyiv and the Kyiv region. Artem Borisevich has been appointed to replace him.
