At Pretrial Detention Center No. 2 in occupied Simferopol, Russian occupiers are holding dozens of people in “incommunicado” detention, effectively isolating them from the outside world. 

According to her, there are 20 cells on the third floor of the detention center where the so-called “frozen” prisoners are held.

“On the third floor of Pretrial Detention Center No. 2 in Simferopol, there are 20 cells where ‘frozen’ individuals are being held—that is, those who are in ‘incommunicado’ status— and no one knows either their first names or their last names,” she noted.

According to human rights activists, eight of the cells hold four people each, while the others hold two. Among them are four cells for women.

The Crimean Tatar Resource Center claims that the detention center’s administration is deliberately concealing any information about these individuals and restricting their contact with the outside world as much as possible.

According to Zarema Barieva, these detainees are rarely taken out for walks, and other detainees know practically nothing about them. There are also reports of harsh conditions of detention and possible use of violence against the detainees.

“The occupiers are carefully concealing any information about these prisoners,” emphasized the KRC manager.

Human rights defenders note that most of the people held in these cells were taken from the newly occupied territories of Ukraine after the start of Russia’s full-scale invasion.

Among the detainees may be local government officials, civic activists, farmers, and military personnel who refused to cooperate with the occupying administration.

According to Barieva, human rights activists have already managed to identify some of these detainees, but the identities of a significant number of people remain unknown, and information about their whereabouts and condition remains concealed.
