In Ternopil, an official is suspected of fraud involving state-owned land
In the Ternopil region, a scheme was uncovered through which land belonging to a defense enterprise, valued at nearly 16 million hryvnias, could have ended up in the hands of private entities. A city council official has been notified of the charges against him, and investigators are looking into large-scale fraud involving state registration, according to the Office of the Prosecutor General.
According to the prosecutor’s office, in February 2022, the head of the registration department at one of the region’s city councils carried out illegal registration actions. He registered ownership of non-existent unfinished construction projects in the name of private companies, even though the land in question was being used by a state-owned defense enterprise.

Investigators say the official failed to properly verify the documents and did not notice that the construction permits and land rights did not actually exist. The case involves documents with signs of forgery—technical passports, joint activity agreements, and certificates of address assignment—which, according to the investigation, were never officially issued.

During inspections, it was established that there are no buildings on these plots at all, despite the fact that they served as the basis for registering ownership rights. According to an expert assessment, the market value of the land exceeds 15.7 million UAH.
Law enforcement officials are currently working to revoke the illegal registrations and identify all individuals involved in the scheme. The prosecutor’s office also notes that, in accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in court.
