Ukraine and the Czech Republic will continue to cooperate on the construction of shelters in frontline regions
Ukraine and the Czech Republic have agreed to continue their cooperation within the framework of the International Civil Protection Shelter Coalition. They plan to focus primarily on the construction and technical equipping of protective structures in frontline regions, as well as on harmonizing design standards for these structures.
The relevant agreements were reached by Ukraine’s Deputy Ministers of Internal Affairs, Oleksiy Sergeyev and Kateryna Pavlichenko, during a meeting with representatives from the Czech Republic.
Representatives from the Ministry of Internal Affairs, the State Emergency Service of Ukraine, the Czech Embassy, and Czech companies specializing in the construction and technical outfitting of shelters participated in the talks.
The parties plan to collaborate on new civil defense structures, their equipping, and the improvement of design approaches.
Oleksiy Sergeyev thanked the Czech Republic for its support of Ukraine and its participation in the International Shelter Coalition.
According to him, the Coalition currently brings together 12 partner countries and four international organizations.
One of the main areas of its work remains the construction of new permanent shelters, particularly for educational and medical facilities in the regions most affected by Russian attacks.
This area has also been identified as one of the priorities in the development strategy for the Civil Protection Structures Fund through 2034.
The Shelter Coalition has already raised over 22 million euros.
Twelve projects to build shelters in educational and medical facilities in frontline regions have been selected for implementation.
As of now, eight projects have been approved for funding, and work on them has already begun.
The pace of project implementation was also discussed during the meeting.
Deputy Minister of Internal Affairs Kateryna Pavlichenko emphasized the need for timely funding and the implementation of rapid technological solutions that will allow for the more efficient construction of protective structures.
Ukraine and the Czech Republic also explored the possibility of developing a network of mobile shelters.
Such structures are intended to complement permanent shelters in cases where their construction takes a significant amount of time or is complicated by the security situation.
Another important area of discussion was the issue of construction and design standards for protective structures.
For further work, Ukraine and the Czech Republic agreed to continue the dialogue with the involvement of the State Emergency Service of Ukraine.
Thus, cooperation within the Shelter Coalition will encompass not only international funding but also the practical participation of partners in the construction, equipping, and standardization of protective infrastructure.
The main goal is to strengthen the protection of the civilian population in regions of Ukraine that are regularly subjected to Russian attacks.

As a reminder, Germany’s Federal Ministry for the Environment plans to allocate up to 50 million euros to Ukraine for the restoration of the protective shell at the Chernobyl Nuclear Power Plant. The funds are intended to help repair the shelter over the destroyed fourth power unit.
The European Union plans to provide Ukraine with 16.7 billion euros in budgetary support this year, half of which will come in the form of macro-financial assistance.
