Ukrzaliznytsia is deploying teams to repair damage caused by Russian attacks
Ukrzaliznytsia has begun forming national recovery teams to help address the aftermath of Russian shelling and restore damaged infrastructure.
The project calls for coordinating these teams at the national level. Funding for the work is planned to come from the state budget’s reserve fund, as well as local budgets.
“We are forming national recovery teams that will help communities quickly address the consequences of Russian shelling. Today, the Cabinet of Ministers supported the relevant initiative from the Ministry of Development and approved the procedure for implementing this project,” the statement reads.
“We are scaling up last year’s successful experience, when we mobilized more than 2,000 specialists from across Ukraine to address the aftermath of shelling in the capital,” UZ noted.
The national brigades will make it possible to quickly mobilize qualified specialists, machinery, and equipment from various regions to where they are most needed, the company said.
This involves restoring heating, water, and electricity infrastructure, sewage systems, as well as residential buildings damaged by Russian attacks.
Ukrzaliznytsia will coordinate the formation of these brigades. They will include specialists from companies with experience in emergency repair and restoration work.
They will operate in accordance with decisions made by the State Commission on Technogenic and Environmental Safety and Emergencies, with the involvement of regional military administrations.
In 2026, the project will be funded from the state budget’s reserve fund and local budgets.
“The new mechanism will significantly reduce the time needed to address the consequences of attacks and strengthen communities’ ability to respond to emergencies,” the statement said.

The government will allocate over 3 billion hryvnias for the reconstruction of Vyshneve following the Russian shelling.

Following the Russian strike on Vyshneve, which led to a massive fire, secondary explosions, and the evacuation of residents, public calls have intensified for an investigation into the location of potentially hazardous facilities near residential areas.
In Vyshneve, Kyiv Oblast, 253 private residential buildings were damaged as a result of the Russian attack. Nine people were killed in the strike. As of the evening of July 7, 18 victims were in medical facilities, where they are receiving the necessary care.
