NSDC Secretary Rustem Umerov and his team are currently in the Zatoka region, where they are holding talks with partners on deepening cooperation and concluding long-term strategic agreements.

The focus is on expanding Ukraine’s security partnership in the Middle East. It is noted that agreements have already been reached with Saudi Arabia and Qatar, and deals with the United Arab Emirates are being finalized. Work is ongoing with Jordan and Kuwait.
Ukraine is sharing with its partners its experience in protecting the civilian population and critical infrastructure—specifically, solutions in the areas of threat interdiction, defense system development, software, and electronic warfare.
At the same time, a new format of cooperation is taking shape—long-term agreements in the fields of security and military technology that provide for joint development, investment, and the strengthening of defense capabilities.
The National Security and Defense Council noted that this level of cooperation is historic for Ukraine and involves the creation of comprehensive security systems together with partners, backed by clear legal obligations.
Secretary of the National Security and Defense Council of Ukraine Rustem Umerov arrived in the United Arab Emirates on March 11, 2026, as part of a broader visit to the Middle East.
President Volodymyr Zelenskyy announced that eleven countries, including Iran’s neighbors, European states, and the United States, have turned to Ukraine for assistance in countering “suicide bombers.”
