Since the start of the full-scale war, the list of countries whose citizens most frequently visit Ukraine has changed significantly. While Russia and Belarus were among the top countries in 2021, they are now not even in the top ten.
According to the State Agency for Tourism Development, in 2025, citizens of Moldova visited Ukraine in the largest numbers—more than 1.08 million people. Romania and Poland also made it into the top three.
The top ten countries by number of visitors to Ukraine also included Hungary, Israel, Slovakia, the United States, Germany, Turkey, and the United Kingdom.
The State Agency for Tourism Development noted that the nature of visits has changed significantly since 2021. Humanitarian, diplomatic, and business visits now predominate over tourist trips.
Foreigners most frequently visited Kyiv, as well as the Lviv, Odesa, Dnipropetrovsk, Zakarpattia, and Ivano-Frankivsk regions.

The government has eased the rules for traveling abroad during martial law.
