The government has streamlined aviation modernization efforts to strengthen air defense

The Cabinet of Ministers has adopted a resolution that streamlines the procedure for the emergency retrofitting of aircraft. This will enable planes and helicopters to be adapted more quickly to modern wartime conditions and used more effectively to repel air attacks.

This was reported with reference to Defense Minister Mykhailo Fedorov.

The updated approach provides for:

  • the installation of additional weapons, communications, navigation, surveillance, and target detection equipment without lengthy approvals of technical documentation;
  • reducing the time from concept to completion of work, testing, and implementation to one month.

In particular, aircraft retrofitting can be carried out by equipment manufacturers, specialists, and the military units that operate the equipment.

“Faster aviation modernization means faster adaptation to new threats and more capabilities for the military in combating air attacks. In a technological war, the winner is the one who adapts faster. This decision strengthens the defense of Ukrainian airspace,” Fedorov emphasized.

Previously, Ukrainian military pilots expressed concern that the service life of their flight equipment might end sooner than the service life of the aircraft. This particularly applies to the MiG-29, Su-27, and L-39 fleets.

The Ukrainian Air Force Command explained how Russia lost the battle for the skies over Kyiv in 2022.

The Ukrainian Air Force conducted about 7,000 sorties in 2025, according to Ignat.
