The government has streamlined procurement procedures for the protection of critical infrastructure
The Cabinet of Ministers has approved amendments to public procurement rules that will allow for the faster strengthening and restoration of critical infrastructure.
This was reported by the Ministry of Economy.
The decision provides for the simplification of procedures for implementing projects in the energy sector and urban life support. In particular, the changes take into account regional resilience plans and the NACP’s recommendations on reducing procurement risks.
The new measures allow for the more rapid restoration of damaged equipment, the construction of distributed generation facilities, and the provision of backup power.
Among the key changes is the extension of the ability to enter into direct contracts for such projects until October 15, 2026.
Additionally, under a simplified procedure, it is now possible to procure not only energy equipment but also work and services related to its installation and protection.
In addition, the regulations provide for rapid maintenance of cogeneration plants, which should reduce the risk of disruptions in heat and electricity supply.
The Ministry of Economy emphasizes that procurement will remain transparent: information about contracts will be published in the Prozorro system, but without disclosing sensitive data.
Ukraine plans to introduce a new contract system for military personnel, which will provide for varying salary levels depending on rank and duties performed.
