The government has approved the Communications Strategy for Corruption Prevention for 2026–2030

On June 30, the Cabinet of Ministers of Ukraine approved a resolution on the Communications Strategy for Preventing and Combating Corruption for 2026–2030, as well as an operational plan of measures for its implementation for 2026–2028.

 

This was reported by the press service of the National Agency for Corruption Prevention (NAZK).

“On June 24, 2026, the Cabinet of Ministers of Ukraine approved Resolution No. 626 ‘On the Approval of the Communications Strategy for Preventing and Combating Corruption for 2026–2030 and the Operational Plan for Its Implementation for 2026–2028” No. 626 (hereinafter referred to as the Strategy),” the statement reads.

The document’s goal is to broaden the scope of coverage on the topic of preventing and combating corruption, with an emphasis on equipping citizens with knowledge and practical skills to counteract manifestations of corruption and use alternatives to corrupt practices in order to reduce the level of corruption experienced by the public and the business community.

“According to sociological surveys, more than 79% of citizens identified corruption as one of the country’s key problems, and 91% consider it widespread. At the same time, slightly more than 18% of citizens have personally encountered corruption, which indicates a gap between public perception of corruption and actual experience. There is also a significant discrepancy between Ukrainians’ negative attitudes toward corruption and their actual reporting of corrupt practices. “Therefore, our goal is to move beyond simply providing information about anti-corruption efforts to equipping citizens with practical skills for using anti-corruption tools,” said Viktor Pavlushchyk, Chairman of the NACP.

According to him, the NACP continuously promotes prevention mechanisms: how to avoid corruption risks, where to report corruption, and, most importantly, how to use modern services that render bribes unnecessary. It is also noted that the implementation of the Strategy will ensure a logical continuation of systematic anti-corruption communication and will help highlight sector-specific changes that reduce citizens’ exposure to corruption when interacting with the government.

The agency reports that the Strategy’s goals are designed to enable citizens to better identify corruption, be sufficiently informed, and be more engaged in using services that serve as legal alternatives to widespread corrupt practices; and have sufficient knowledge to effectively report instances of corruption, among other things.

In addition, the document provides for the further development of the communication infrastructure for the state’s anti-corruption policy and the development of data infrastructure as the foundation for implementing and evaluating the effectiveness of this Strategy.

The agency notes that anti-corruption agencies and other government bodies will implement an operational action plan for its implementation, which has been developed for 2026–2028.

“It provides for the implementation of a series of informational and educational campaigns on anti-corruption measures in the context of Ukraine’s European integration, in the areas of defense and reconstruction; ways to report corruption; highlighting the key results of the state’s anti-corruption policy and shaping a narrative on the systemic and long-term consequences of Ukraine’s anti-corruption efforts; and promoting government services and initiatives that have an anti-corruption effect, among other things,” the NACP reports.

In particular, plans include developing an information and analytical platform (public dashboard) tracking Ukraine’s performance in key international and regional indices, rankings, and reports; interactive products, training simulators, and tests on the use of practical anti-corruption tools, as well as monitoring the media landscape to counter disinformation narratives.

According to the report, the implementation of the Strategy will make it possible to continue and improve cooperation between government agencies and civil society organizations to foster balanced communication in the area of preventing and combating corruption, promote alternatives to corrupt practices, and foster a culture of reporting corruption. This will help change citizens’ behavior patterns and reduce the proportion of the population and businesses that have personally experienced corruption.

The document was developed by experts from the National Agency for Corruption Prevention (NACP) in accordance with the provisions of the Roadmap on the Rule of Law as part of the negotiation process for Ukraine’s accession to the European Union.
