The Ivano-Frankivsk Regional State Administration has uncovered a scheme to circumvent tenders
Between 2022 and 2026, the Ivano-Frankivsk Regional Military Administration established a consistent pattern of bypassing open bidding, concluding over 92% of all contracts through direct agreements.

The total value of contracts signed without real competition reached 3.09 billion hryvnias, which allowed for the engagement of pre-selected contractors.
Journalists attribute responsibility for this policy to the head of the Regional Military Administration, Svitlana Onyshchuk, and her first deputy, Vitaliy Ilchyshyn.
“Direct contracts are concluded in two main ways—either with business entities that are the only option due to a lack of competition, or with those chosen by the contracting authority at its own discretion,” the article states.
Manipulation and Splitting of Orders
One of the most common methods of circumventing the law has been to split large procurements into smaller packages of up to 100,000 UAH.
The Department of Culture, Nationalities, and Religions registered similar contracts at intervals of a few minutes, attempting to evade automatic monitoring filters.
To disguise transactions, buyers used incorrect classification codes.
For example, the rental of stages or screens was recorded as the “purchase of televisions” or “construction materials,” which significantly complicates the detection of violations through the Prozorro system.
Monopoly of “Selected” Contractors
The Regional State Administration’s Resource Provision Department concentrated its orders around a single entrepreneur—Bogdan Petriv. In 2024, 54 direct contracts were signed with him, and the total value of contracts over three years exceeded 19 million UAH.
To eliminate competitors, discriminatory requirements were used, such as a request for buses with “exactly 60” seats.
At the same time, the contractor himself often won with equipment that did not meet these conditions, and the owner simultaneously listed part of the declared vehicles for sale on the AUTO.RIA website.
The largest recipient of budget funds was Prombudservice-Kosiv LLC, which won all 24 tenders in which it participated.
In July 2025, the company received a record contract worth 1.185 billion UAH amid extremely strict technical requirements that eliminated other participants.
An analysis of the construction of the Regional Rehabilitation Center revealed abnormal markups on materials. Prices for dowels differed from market prices by 8,400%, and balancing boards turned out to be 120 times more expensive.
Signs of fraud and criminal proceedings
Experts from the Dozorro platform estimated the amount of overpayments for just one project at 72 million UAH.
Additionally, Prombudservice-Kosiv LLC listed the same employees and equipment as working simultaneously on 7–9 projects, which is physically impossible.
The company is currently a defendant in a National Police criminal case regarding the embezzlement of budget funds.
“The result is that 92.3% of all procedures are non-competitive,” the study’s authors conclude, pointing to the existence of a parallel system of manual financial management in the region.
A tender for the development of project documentation for the construction of a road through the Bukovel resort in Ivano-Frankivsk Oblast was canceled due to the lack of further need for procurement.
An official from the Dnipro Regional State Administration will face trial for fraud involving paint procurement
