An officer of the Traffic Control Center will stand trial in Odessa over a case involving fictitious traffic delays
In Odessa, Vladislav Pavlov, a senior officer in the administrative department of the Peresypsky District Military Registration and Enlistment Office, is set to stand trial. He is suspected of involvement in the illegal entry of data regarding medical exemptions and deferrals from military service for conscripts.
This was reported by the Telegram channel Absolution Leaks.
According to the investigation, in July 2023, information about 138 individuals, allegedly unfit for service or granted deferments, was entered into the AITS EDRV “Oberig” system. At the same time, law enforcement officials claim that these citizens did not actually receive the relevant military registration documents, and their data was absent from the protocols of the military medical commissions.
Pavlov was notified of his status as a suspect under several articles of the Criminal Code of Ukraine, specifically regarding unauthorized interference in the operation of information systems and abuse of official authority.
In addition, he is also a defendant in another criminal proceeding, which has been consolidated with the main case.
According to journalists, the defendant’s wife works as the head of the military registration and enlistment department at the Kyiv District Military Registration and Enlistment Office in Odesa.
Odesa media also link Vladislav Pavlov’s case to the so-called “schemes” of the former head of the Odesa Military Registration and Enlistment Office, Yevgeny Borisov. Journalists have drawn attention to the rapid career advancement and financial status of Pavlov’s wife, Natalia Murachashvili, who serves as the head of the military registration and enlistment department at the Kyiv District Military Registration and Enlistment Office.

The reports note that her father allegedly has ties to criminal circles in Odesa, and the family itself may have been involved in “brokering” cases of draft evasion. Journalists also highlighted the family’s valuable assets and financial transactions, which, according to their data, do not correspond to their official income.
After criminal proceedings were opened against Pavlov, Natalia Murachashvili, according to media reports, divorced her husband and transferred to another position within the TCC system.
The Odessa Regional Anti-Corruption Center will investigate the “ignoring” of requests regarding the mobilization of former Deputy Prosecutor General Dmytro Verbytskyi.
As a reminder, NABU detectives registered a criminal case on May 13—a week after the release of the first report by “Schemes” (Radio Liberty) regarding the possible illegal enrichment of Deputy Prosecutor General Dmytro Verbytskyi.
Later, the National Agency for Corruption Prevention (NACP) filed allegations against Dmytro Verbytskyi, having identified signs that he had acquired unjustified assets worth approximately 29 million hryvnias.
