Ukraine is preparing to introduce mandatory vehicle inspections for all cars

Ukraine plans to introduce mandatory technical inspections for all passenger cars. The relevant changes are to be adopted by the end of 2027 as part of the country’s commitments to the European Union. This was announced by Serhiy Derkach, Ukraine’s Deputy Minister of Community and Territorial Development, during a roundtable discussion on the formalization and regulation of Ukraine’s automotive market.

 

Ukraine is preparing to introduce mandatory periodic technical inspections for all vehicles, including passenger cars, as part of its European integration commitments. According to Serhiy Derkach, the relevant draft law is already being prepared, and European Union requirements stipulate that legislative changes must be adopted by the end of 2027. “The European Union has set this deadline for us to implement the changes by the end of 2027,” Derkach noted, explaining that the new rules must apply to all vehicles without exception.

Currently, there is no mandatory technical inspection for private passenger cars in Ukraine, but the government plans to change this. “The initiative is already sparking debate in parliament, as some lawmakers oppose it, believing it will create an additional financial burden on citizens during wartime. We must also consider road safety,” the deputy minister added, emphasizing that the balance between costs and safety remains a key issue.

Separately, Ukraine needs to implement a mechanism for conducting technical inspections of vehicles directly on the roads, as is already done in EU countries. According to the official, this requires not only legislative changes but also special equipment and mobile units for vehicle inspections. “These are specialized devices that can perform such technical inspections on the road,” explained Derkach, adding that the implementation of such standards is part of Ukraine’s European integration course.

Ukraine will also change the format and content of gas bills and distribution to make them more informative and user-friendly.
