Ukraine may introduce penalty points for drivers
The Verkhovna Rada is preparing legislative changes that would introduce a penalty point system for drivers who violate traffic rules.
This refers to Bill No. 14133, which is based on practices in European countries, particularly Germany and the United Kingdom.
Under the initiative, drivers will be assigned penalty points for each traffic violation. If a driver accumulates 15 points within 365 days, their license will be temporarily suspended.
To regain the right to drive, they will have to retake driving school and pass both a written and a practical exam.
The Parliamentary Committee on Transport and Infrastructure believes that the risk of losing one’s driver’s license will be a more effective deterrent than standard fines.
According to data cited by members of parliament, over 70% of Ukrainian drivers either do not violate traffic rules or commit only minor violations, so the new system will not affect the majority of citizens.
At the same time, the government plans to increase penalties for repeat offenders. According to Prime Minister Yulia Svyrydenko, over the past year, automated enforcement cameras have identified nearly 2,900 drivers who exceeded the speed limit more than 50 times. Another 35,000 drivers exceeded the speed limit more than 10 times in a year.
Ukraine also plans to increase the number of automated traffic enforcement cameras from 377 to over 410 systems.

On June 5, a major traffic accident occurred in Kyiv, killing four people and injuring three others. The accident occurred around 5:30 p.m. at the intersection of Vadym Hetman and Ushynsky Streets near Karavaevy Dachi. Two young police officers were killed in this accident.
