Ukraine may change the rules for owners of residential solar panels
The National Commission for Energy and Public Utilities Regulation (NEURC) plans to introduce changes for owners of residential solar power plants. According to the draft resolution, electricity generated by residential solar power plants would be purchased only during hours determined by the regulator. The new rules could affect the terms under which households sell surplus electricity.
The draft resolution has been published on the regulator’s website.
If the document is adopted, electricity can be sold at the "green" tariff only during certain hours:
from April 1 to October 31—from 4:00 a.m. to 11:00 p.m.;
from November 1 to March 31—from 6:00 a.m. to 9:00 p.m.
Currently, the regulator allows such electricity to be purchased at any time of day.
The NEURC also proposes expanding opportunities for owners and operators of energy storage systems—large batteries that allow for the storage of electricity generated by solar panels. Currently, they can sell electricity only on the “day-ahead” market and the intraday market, meaning only to large enterprises, electricity suppliers, and traders. However, after the changes, they will be able to sell it directly to ordinary consumers if their equipment is connected to the regional power grid. This could make the market more accessible to both businesses and the general public.
Separately, the draft resolution addresses owners of residential solar power plants and wind turbines that do not operate under the "green" tariff. Currently, they effectively receive no “real” money for the electricity they sell. The funds earned are automatically credited to a special account and used to pay for electricity during periods when the plant generates less energy. In other words, a net metering system is in place.
If the new rules are adopted, these owners will be paid actual cash for the electricity they sell—no later than the 15th of the month following the sale.
