Ukraine is launching a controlled export program for weapons and defense technologies

The Ukrainian government is introducing a special mechanism for the controlled export of domestic weapons and defense technologies.

The idea is that every export contract should serve to strengthen Ukraine’s defense production and increase the supply of weapons to the Armed Forces.

It is stipulated that 20% of the proceeds from the export of finished products and technologies, as well as 30% from the export of components, will go to a special state budget fund for the development of the defense-industrial complex.

The minimum contract value for finished products will be 15 million hryvnias, while no such restrictions have been set for components. The new mechanism will remain in effect for the duration of martial law and provides for transparent rules for exports to partner countries under the “Drone Deal” framework.

At the same time, the needs of the Armed Forces remain an unconditional priority.

If a manufacturer confirms its ability to fulfill both government and export contracts simultaneously, it will be permitted to export. Permission may be denied if the Ministry of Defense or another government customer plans to purchase these goods for Ukraine’s defense needs or if the goods are included in the List of Critical Goods.

The Ministry of Defense will update the list of critical goods and technologies quarterly, and the Ministry of Foreign Affairs will update the list of countries to which exports are permitted.

We are also protecting Ukrainian technologies. They will be transferred without the transfer of intellectual property rights, with controls on their use and re-export.

Today, more than half of the weapons on the front lines are manufactured in Ukraine. Ukrainian arms manufacturers are ramping up production of unmanned systems, electronic warfare equipment, ammunition, components, and other defense technologies.

This was reported by Ukrainian Prime Minister Yulia Svyrydenko.

Svyrydenko spoke about the significant outcomes of the conference in Gdańsk.

A €5.9 billion tranche of the EU loan for Ukraine will be allocated to drones.

The EU is preparing a new tranche for Ukraine of up to €2.7 billion as part of the Ukraine Facility program.
