Ukraine has changed its booking rules: Who needs to confirm their status by August 10

Ukraine has updated the rules for exempting employees of critical enterprises from mobilization. According to Economy Minister Oleksiy Sobolev, the changes are intended to make the system more equitable and take into account the needs of the Armed Forces.

To qualify as a critical enterprise, a company must, as before, meet at least three criteria. Mandatory criteria remain the average employee salary (at least 25,900 UAH, and for enterprises in frontline regions—at least 21,600 UAH) and the absence of tax arrears. 

The third criterion is selected by the enterprise itself from a list approved by the government, ministries, or regional military administrations.

According to Sobolev, the government has revised the sectoral and regional criteria for the first time in a year and a half. In particular, the requirements for certain categories of enterprises have been raised. For example, prosthetics manufacturers must now provide employment for at least 300 people per year, instead of 50, to qualify for “critically important” status.

The updates will affect approximately 20% of enterprises. They will be notified shortly of the need to resubmit documents to confirm their status. The remaining enterprises will be able to go through a simplified procedure by submitting a certificate of average salary for the last month and a tax calculation. This must be done by August 10.

The government has also changed the rules for counting employees who hold multiple jobs. From now on, such an employee will be counted toward the reservation quota at only one place of employment—the one where they have the longest employment relationship. If, following the rule change, a company exceeds the permitted quota, it must bring the number of reserved employees into compliance within the following week.

The Security Service of Ukraine and the National Police dismantled a mobilization evasion scheme in Zakarpattia involving the fraudulent registration of fictitious reservations. 

The Ministry of Health stated that, at the request of the Ministry of Defense, some of the reserved medical workers may be released from reserve status and called up for service in the Armed Forces of Ukraine and other military structures. The decision is made jointly with the military and regional authorities.
