The Supreme Court has authorized the National Bank of Ukraine to seize a property complex in Kyiv due to debts owed by Zhevago Bank
The Supreme Court has upheld the National Bank of Ukraine’s right to foreclose on a large real estate complex in Kyiv to partially repay the debt owed by Finance and Credit Bank on refinancing loans.
According to the NBU, the property in question is a real estate complex with a total area of over 22,600 square meters, located at 4/6 Ioanna Pavla II Street in the capital. The owner of the property is Osnova Construction Company LLC.
On May 26, the Commercial Court of Cassation within the Supreme Court closed the cassation proceedings on the company’s appeal and upheld the decisions of the lower courts, which had fully granted the National Bank’s claim.
The regulator noted that back in 2008, the company had mortgaged this property complex as collateral for the obligations of Finance and Credit Bank under the refinancing loans it had received.
Since the bank failed to fulfill its obligations to the National Bank, the NBU filed a lawsuit seeking to foreclose on the collateral.
In July 2025, the Kyiv Commercial Court granted the regulator’s claim, and in February 2026, the Northern Commercial Court of Appeal upheld this decision.
After the decision became final, the National Bank initiated enforcement proceedings through the enforcement service, specifically regarding the foreclosure of the property complex.
Bank "Finance and Credit," which is linked to businessman Kostyantyn Zhevago, was declared insolvent back in September 2015.

The court authorized a special investigation into Zhevago in the “Financeand Credit” Bank case.
