Starting April 1, mobilization in Ukraine will be managed digitally

On April 1, 2026, a new phase of mobilization administration will begin in Ukraine, involving the full digitization of processes and tighter controls. However, the mobilization model itself will remain unchanged.

The main focus is on automating checks, verifying data, and combating fraud.

One of the key changes will be the expansion of electronic military registration. Specifically, electronic draft notices, automatic registration, and data synchronization with state registries will be implemented. The system will also record violations and monitor attendance at the Territorial Recruitment Centers.

The procedure for applying for a deferment will become simpler—it can be submitted online. At the same time, checks on eligibility will be tightened: data will be cross-checked against registries, and cases of fictitious education or care will be scrutinized more closely.

The changes will also affect the deferment of employees. Regular audits of companies, automatic verification of data against tax and pension registries, and stricter requirements for deferment conditions will be introduced.

The general rules of mobilization remain unchanged: it applies to men aged 18 to 60, takes place under martial law, and women may join voluntarily. Individuals with disabilities or a confirmed deferment are not subject to conscription provided there is current data in the system.

As a reminder, the Ministry of Defense of Ukraine has integrated the ability to schedule an appointment at territorial recruitment centers directly into the “Reserve+” app. Now, those subject to military service can plan their visit in advance by selecting a convenient date and time with just a few clicks.

The Kyiv Regional Territorial Recruitment Center clarified whether a paper military ID is considered valid. By Resolution of the Cabinet of Ministers of Ukraine No. 559 dated May 16, 2024, an electronic military registration document (VRD) was introduced in “Reserve+.”
