Ukrainian teachers' salaries are more than 30% lower than the national average — UNESCO

Ukrainian teachers' salaries are more than 30% below the national average, and one in four teachers is forced to take on additional work as a tutor.

This is according to a UNESCO study.

According to the report, 73.2% of respondents cited low income as the main reason for their dissatisfaction with the profession, and 25.5% reported that they work part-time as tutors.

The study also showed that 21.8% of teachers work without an officially recognized teaching qualification, and 51% of school principals consider insufficient pedagogical training a threat to the quality of education.

Despite this, 69% of teachers stated that they are satisfied with their career choice, and over 53% view the implementation of the New Ukrainian School reform positively.

Heads of general secondary education institutions must update teacher data in the “Automated Information Complex for Educational Management” (AICOM) software and hardware system by January 21, 2026, to ensure that draft deferrals are automatically extended.

In Ukraine, starting September 1, teachers are guaranteed a 20% pay raise.
