Tomorrow's session of the Verkhovna Rada is in danger of being canceled — Goncharenko

The session of the Verkhovna Rada scheduled for Wednesday, March 25, 2026, may not take place due to a lack of quorum. 

Oleksiy Honcharenko, a member of parliament from the European Solidarity faction, reported that a significant number of lawmakers fear provocations and physical violence in the Government Quarter.

According to the MP, the main tension has arisen over the upcoming vote on a package of draft laws from the International Monetary Fund. 

These documents, which provide for unpopular measures, including tax hikes, are a critical condition for Ukraine to receive a $8.1 billion tranche.

“The ‘Servants’ group and representatives of other factions (former OPZZh, ‘Dovira’) plan to stay away from the Rada due to threats of beatings and provocations being prepared against them in the Government Quarter,” Goncharenko stated in his post.

The situation in parliament is currently assessed as critical. Oleksiy Goncharenko claims that about 60 deputies from the ruling “Servant of the People” faction have already refused to participate in the session. 

The MP also emphasized that pressure is being exerted on lawmakers to force them to support the IMF’s demands. 

Against the backdrop of the fifth year of the war, these legislative initiatives are facing significant resistance not only from the opposition but also within the ruling majority itself.

“As I have already written, provocations are planned tomorrow in the Quarter regarding ‘Servant of the People.’ They will be pressured to vote for the IMF laws,” added Oleksiy Goncharenko, explaining the reasons for the deputies’ likely walkout.

IMF representatives have already expressed serious concern over the Ukrainian parliament’s delays. 

If the necessary changes are not adopted by the end of March, funding may be suspended, forcing the National Bank to resort once again to direct lending to cover the budget deficit.

As a reminder, the Verkhovna Rada passed a law on minimum reserves of oil and petroleum products.

The Verkhovna Rada also failed to pass a vote on taxes for digital platforms and online services.
