Zelenskyy Submitted Bills to Parliament on Penalties for Fraudulent Call Centers and Account Protection
Ukrainian President Volodymyr Zelenskyy has submitted two bills to the Verkhovna Rada aimed at increasing criminal liability for organizing and participating in fraudulent call centers, as well as at introducing additional protections for citizens and businesses against illegal activities involving payment instruments and bank accounts.
The head of state called on members of parliament to consider these bills without delay.
The first bill provides for severe penalties not only for rank-and-file perpetrators but also for the organizers and owners of such schemes. The second bill introduces stricter liability for fraud involving payment instruments, particularly the use of “drop accounts,” and also provides for changes to banking algorithms to prevent tax evasion and the laundering of illicit proceeds. In addition, this initiative transposes relevant European Union legal provisions into Ukrainian law.

On August 31, a network of call centers organized by “Khimprom” to recruit drug dealers in Kazakhstan was uncovered in Ukraine. Law enforcement officers detained seven participants in the criminal scheme.
