Zelenskyy has reshuffled the composition of the commission on pardons

Ukrainian President Volodymyr Zelenskyy has issued a decree approving the new composition of the Commission on Pardons. It is headed by the Head of the Office of the President, Kirill Budanov. 

This is stated in Presidential Decree No. 247/2026.

The composition of the Presidential Commission on Pardons is now as follows:

  • Kirill Oleksiyovych Budanov – Head of the Office of the President of Ukraine, Lieutenant General, Chairman of the Commission.
  • Iryna Romanivna Mudra – Deputy Head of the Office of the President of Ukraine, Deputy Chair of the Commission.
  • Dmytro Volodymyrovych Zhuravlov – Deputy Head of the Department for Citizenship, Pardons, and State Awards; Head of the Office of the President of Ukraine’s Division for Pardons; Deputy Chair of the Commission.
  • Oleksandr Petrovych Marchenko – Chief Consultant of the Division for Pardons within the Department for Citizenship, Pardons, and State Awards of the Office of the President of Ukraine, Secretary of the Commission.
  • Yevhen Viktorovych Horobets – Head of the Department for the Enforcement of Criminal Sentences.
  • Serhiy Kostiantynovych Hrechanyuk – Rector of the Penitentiary Academy of Ukraine (by consent).
  • Vitalii Volodymyrovych Levchenko – Head of the Military Law Enforcement Service of the Armed Forces of Ukraine – Head of the Main Directorate of the Military Law Enforcement Service of the Armed Forces of Ukraine, Brigadier General.
  • Merezhko Yaroslav Viktorovich – Deputy Head of the Security Service of Ukraine, Brigadier General.
  • Natalia Mykolayivna Onishchenko – Deputy Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine (with consent).
  • Kateryna Volodymyrivna Pavlichenko – Deputy Minister of Internal Affairs of Ukraine.
  • Oleksandr Mykolayovych Pavlichenko – Executive Director of the Ukrainian Helsinki Human Rights Union (with consent).

Before the war, Ukrainian President Volodymyr Zelenskyy signed decrees granting pardons for the exchange of at least 12 Russians.

In 2019, Ukrainian President Volodymyr Zelenskyy signed a decree granting a pardon to Ukrainian Serhiy Litvinov. The ATO veteran was convicted in Russia and transferred to Ukraine to serve his sentence.
