President Volodymyr Zelenskyy stated that Ukraine is preparing for two possible scenarios this winter—the start of peace talks or a further escalation of the war by Russia.
According to the head of state, Ukrainian authorities received information several months ago about the Kremlin’s possible plans, which was one of the factors behind personnel changes in the government.
That is why logistics, grain exports, agriculture, energy, and the implementation of resilience plans have been identified as priorities.
Zelenskyy also noted that there are differing views within Vladimir Putin’s inner circle: some advocate ending the war due to economic difficulties, while others support its further escalation and a new mobilization.
The president emphasized that Ukraine’s main goal remains achieving a just peace, but at the same time, the country is preparing for any possible turn of events.

According to him, the situation was discussed during a detailed meeting on defense issues. The head of state also heard reports from Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi and Chief of the General Staff Andriy Hnatov.
Russia may announce another mobilization this fall amid the difficult situation on the Ukrainian front, the failure of the winter-spring offensive, and significant losses. This was stated by State Duma Deputy Andrei Gurulov, who linked the possible decision to Russia’s military setbacks in the war against Ukraine.
