Zhumadilov has stepped down as head of the Defense Procurement Agency
Arsen Zhumadilov, Director of the Defense Procurement Agency (DPA), stepped down from his position on August 31 by mutual agreement. The Ministry of Defense noted that during his three years at the helm, the Agency met the needs of the Defense Forces.
The Defense Procurement Agency Has Appointed an Interim Head
The Supervisory Board of the Defense Procurement Agency unanimously appointed Artem Romanyukov, the Agency’s Director of Development, as interim acting head. His candidacy was preliminarily approved by the Ministry of Defense in accordance with the Agency’s charter.
Romanyukov has experience in the fields of defense procurement and public administration. Previously, he headed the Procurement Policy Department at the Ministry of Defense and served as Deputy Minister of Strategic Industries of Ukraine.
A new head of the Agency will be selected through a competitive process
The Supervisory Board has already begun the process of searching for a permanent head of the Agency. To this end, the Agency is preparing to contract a recruitment firm to assist with the professional screening of candidates. The competitive selection process is scheduled to be completed by the end of 2026.
At the same time, the Agency is strengthening its corporate governance. It has entered into an agreement with the international recruitment firm Friisberg & Partners International to search for and select candidates for two positions as independent members of the Supervisory Board. The process is being coordinated by the Ministry of Defense with the participation of the Appointments and Remuneration Committee of the AOZ Supervisory Board.
The Ministry of Defense emphasized that ensuring the uninterrupted support of the Defense Forces remains one of the agency’s key priorities. The AOZ Supervisory Board will continue to focus on strengthening corporate governance, overseeing the Agency’s activities, and ensuring a transparent selection process for its permanent director.

The Defense Procurement Agency has denied that contracting has been suspended.
The Defense Procurement Agency emphasizes that it continues to fulfill its obligations to the military and suppliers in accordance with approved procedures and schedules.
