The most realistic scenario for ending the war—or at least ceasing hostilities—could be a freeze along the de facto front line at the time an agreement is reached, provided that Ukraine is given security guarantees. At the same time, Ukraine will not agree to legally renounce the occupied territories.

According to the head of the Presidential Office, the cessation of hostilities could take place along the de facto front line that exists on the day the relevant agreement is reached.

“My personal opinion is that the most realistic option for ending the war—or at least ceasing hostilities—with security guarantees for Ukraine is along the de facto front line as of the day the agreement is reached,” Budanov said.

Thus, the scenario he proposed envisages the cessation of active hostilities without a prior resolution of the issue of the actual territorial occupation.

At the same time, Kirill Budanov emphasized that a possible cessation of hostilities would not mean Ukraine’s legal renunciation of its territories.

“That will not happen, and no one will do that,” added the head of the Presidential Office.

Therefore, according to him, Ukraine may agree to a cessation of hostilities along the de facto front line if it receives reliable security guarantees, but legal recognition of the occupation or relinquishment of territories is not under consideration.

The head of the Office of the President, Kirill Budanov, expressed this view in an interview with Latvian television.

Earlier, Kirill Budanov stated that Ukraine would intensify strikes on Russian territory if the Kremlin does not end the war. According to him, Russia “will feel this firsthand.”

Following Russian strikes on the airports in Kyiv and Boryspil, Ukrainian President Volodymyr Zelenskyy announced adjustments to the operation targeting Russian airspace next week.

U.S. President’s special envoys Steve Witkoff and Jared Kushner arrived in Moscow. The American delegation is set to hold talks with Russian President Vladimir Putin regarding an end to Russia’s war against Ukraine.

On the morning of September 5, the Russian Ministry of Defense announced new strikes against Ukraine. This was reported after Ukrainian President Volodymyr Zelenskyy proposed a ceasefire in the air for the duration of the visit by U.S. President Donald Trump’s representatives—Steve Witkoff and Jared Kushner.
