Experts have estimated the actual turnout in the sham elections to the Russian State Duma
The actual voter turnout in the Russian State Duma elections, which took place on September 18–20, was about 40%, while the Central Election Commission reported a turnout of over 59%.
This was reported by “Dozhd,” citing estimates by mathematician Boris Ovchinnikov and election monitoring expert Roman Udot. According to Udot, such a discrepancy indicates the maximum use of administrative resources, the limit of which is usually around 20%. Squeezing out additional support on this scale leads to widespread violations, including ballot stuffing, the use of “carousel voting,” and violence.
The expert also noted that the “Fair Russia” party was artificially “brought into” the Russian State Duma. After 96% of the ballots had been counted, when it became clear that this political force would not clear the 5% threshold, votes from other parties began to be allocated to it.

The three-day election for 450 seats in the State Duma, the lower house of the Russian parliament, concluded on Sunday, September 20. According to the Russian Central Election Commission, voter turnout was close to 59.32%. CEC Chair Ella Pamfilova stated that the ruling “United Russia” party received 57.83% of the vote.
Thus, based on preliminary data, “United Russia” may secure a constitutional majority in the State Duma following the parliamentary elections. It could win 355 of the 450 seats.
