A transportation tax has been introduced in the occupied Luhansk region
Russian occupiers have introduced a new mandatory payment to the Russian Federation’s budget for residents of the temporarily occupied part of Luhansk Oblast. In 2026, vehicle owners in the region’s occupied territories will be required to pay the Russian vehicle tax for the first time.
According to Kharchenko, vehicle owners in the temporarily occupied territory of Luhansk Oblast must transfer the vehicle tax to the Russian budget by December 1.
Thus, it is in 2026 that residents of the occupied part of the region are subject to this Russian tax for the first time.
The occupying authorities are warning residents of penalties for late payment of the tax.
According to the head of the Luhansk Regional State Administration, the Russians are threatening the following for late payments:
- imposing late fees;
- freezing bank accounts;
- seizure of property.
Thus, the occupying administration continues to impose Russian tax rules and financial control mechanisms in the occupied territories.

On August 24, it became known that the occupation authorities in Luhansk Oblast are significantly behind schedule in their preparations for the heating season. Only slightly more than half of the heating mains are ready, while the gas and electricity networks are approximately 30% ready.
