Police identify three detention center staff who tortured Ukrainians

Ukrainian investigators have identified three employees of a Russian pre-trial detention facility who tortured Ukrainian civilians. The facility in question is located in Kamyshin, Volgograd region, where Ukrainians were held illegally. Prisoners were beaten with rubber batons, tortured with electric shocks, and subjected to electric current during interrogations. All three staff members of the institution have already been notified of suspicion of a war crime, according to the National Police of Ukraine.

Ukrainian civilians were illegally detained in Pre-Trial Detention Center No. 2 in Kamyshin. The detainees were effectively isolated from the outside world and held in inhumane conditions, without legal grounds and in violation of international law.

The investigation established that the detention center staff systematically used violence against the prisoners. Ukrainians were beaten with rubber batons and also subjected to electric shocks. Interrogations were especially brutal — prisoners were connected to electric current to break them psychologically and physically.

“During interrogations, electric current was illegally applied to civilians, causing them severe pain and physical suffering,” the law enforcement authorities reported.

Investigators from the Main Investigative Department and operatives from the Criminal Investigation Department of the National Police conducted the investigation and identified three specific individuals who directly participated in the torture.

These were employees of the same detention center holding different positions:

  • Inspector of Internal Security
  • Senior Engineer-Power Specialist
  • Operative Officer of the Operations Group

According to the investigation, all three personally participated in the abuse of Ukrainian civilian prisoners. They were not merely witnesses to the crimes but actively applied violence themselves.

The police have already notified them of suspicion under Part 1, Article 438 of the Criminal Code of Ukraine — violations of the laws and customs of war. This article provides for responsibility for torture, cruel treatment of civilians, and other war crimes. “The employees of the institution directly participated in the torture of Ukrainian civilian prisoners,” the National Police emphasized.

The article carries a penalty of up to 12 years in prison. Law enforcement authorities stress that the investigation of war crimes is ongoing. Ukraine is documenting every case of torture to ensure that all those responsible are identified and held accountable.

The collected materials can be used not only in Ukrainian courts but also in international jurisdictions. Ukrainian investigators continue to identify other individuals involved in the torture of Ukrainian citizens in Russian detention facilities.
