Putin plans to involve residents of Ukraine's temporarily occupied territories in ‘all-Russian events’
Russian President Vladimir Putin has approved a new national policy strategy for the Russian Federation through 2036, which specifically includes involving residents of Ukraine’s temporarily occupied territories in “all-Russian events.”
According to Radio Liberty, the strategy comprises six sections and 61 points and was published alongside Putin’s corresponding decree.
The strategy focuses on strengthening the role of the “state-building” Russian people. Events dedicated to promoting Russian culture and traditions are expected to make up at least 50% of all such events. The document separately highlights the need to promote the Russian language and culture abroad and to combat “Russophobia,” xenophobia, and “neo-Nazism.”
The strategy also includes target indicators for 2036:
- 95% of Russians should begin to show “civic self-awareness”;
- Officials should demonstrate that 85% of citizens positively assess interethnic relations;
- The proportion of citizens who assume the “emergence of serious conflicts on national grounds” should not exceed 15%.
In Russian-occupied territories of Ukraine, local residents will be required to participate in “all-Russian events,” which are expected to involve at least 2.5 million people, according to the strategy.
Additionally, Putin instructed the government to shape the attitudes of residents of other countries toward Russia as a “democratic federal state governed by the rule of law, which guarantees equal rights and freedoms for all people and citizens regardless of gender, race, nationality, language, origin, property, official status, place of residence, attitude to religion, beliefs, or membership of public associations.”
Putin’s approval of the new state policy strategy comes amid the adoption in Russia of legislative and regulatory acts that restrict the rights of people on the basis of sexual orientation, political and religious views, membership in so-called foreign agents, or participation in organisations recognised in the Russian Federation as undesirable or extremist.

Putin has set a goal of making 95% of Russia's population Russian by 2036.
