Council of Europe to mark Fourth Anniversary of Russia’s Full-Scale Invasion of Ukraine

The Council of Europe is preparing a large-scale program of official events in Strasbourg dedicated to the fourth anniversary of the full-scale aggression by the Russian Federation against Ukraine.

This was reported by the organization’s press service on the official Council of Europe website.

The main goal of the events is to demonstrate the unwavering unity of European countries in supporting the Ukrainian people and condemning the actions of the aggressor.

A key diplomatic event will be a special meeting of the Committee of Ministers at the ambassadorial level, scheduled for February 24.

Participants will focus on a detailed review of the consequences of Russian aggression, and the results of the discussion will be formalized in an official decision by the organization.

The ceremonial part, honoring the victims of the war and recognizing the resilience of Ukrainians, will take place on February 25 in the square in front of the Palace of Europe.

During the ceremony, the national anthem of Ukraine and the Anthem of Europe will be performed, symbolizing Ukraine’s shared future within the European family.

High-ranking officials will address the audience, including Council of Europe Secretary General Alain Berset and Ukraine’s Permanent Representative to the CoE, Mykola Tochytskyi.

Daniela Cujbă, representing Moldova’s chairmanship of the Committee of Ministers, will also speak.

In addition to the official protocol, the Council of Europe has organized several symbolic visual actions.

On the night of February 23–24, the facade of the organization’s main building will be illuminated in the blue-and-yellow colors of the Ukrainian flag, serving as a striking gesture of solidarity at the heart of European diplomacy.

As a reminder, the Council of Europe continues to call for the accelerated establishment of a Special Tribunal for Russian crimes. The CoE Commissioner also outlined key demands for Russia in negotiations.
