Reznikov Outlined the Condition for Reaching a Peace Agreement

Former Ukrainian Defense Minister Oleksiy Reznikov stated that, for peace talks to be successfully concluded, it is necessary to find common ground for a possible settlement between Ukraine, Russia, the United States, Europe, and China.

According to him, it is a mistake to view the negotiations solely as a search for a compromise between Kyiv and Moscow regarding territories or Ukraine’s NATO membership. Reznikov believes that the interests of all key participants in the process must be taken into account.

He explained that Ukraine cannot grant Russia the status of a major power, lift Western sanctions, or negotiate on behalf of NATO. At the same time, these issues can be discussed by the U.S. and European countries, while China has its own interests.

Reznikov believes that a potential agreement should allow each party to present the outcome as one that serves its own interests. Russia could announce security guarantees and the gradual lifting of sanctions; the U.S. could announce an end to the largest war in Europe and a reduction in the risk of a direct confrontation between Russia and NATO; and China could announce a strengthening of its role in shaping the international security system.

European leaders, he said, could speak of ending the war on the continent, preventing Ukraine’s capitulation, and establishing mechanisms to prevent the outbreak of a new large-scale war.

For Ukraine, the outcome should be the preservation of statehood and sovereignty, the non-recognition of the occupied territories as Russian, and the maintenance of strong defense forces, which Reznikov called the main guarantee of the state’s future security.

He emphasized that the parties do not necessarily need to agree on who exactly won the war. Instead, it is necessary to reach clear agreements on “who does what tomorrow.”
